Active only when the bundled Tags extension is enabled. For each main tag pick:
"Enabled" (default — everyone with the global Rate permission can rate),
"Disabled" (nobody can rate — unless they hold the bypass permission),
or "Allow groups" (only the selected groups can rate).
When a main tag is Enabled or Allow groups, expand it to override individual sub-tags
("Inherit" = follow the parent).
When a discussion has multiple tags, the MOST PERMISSIVE setting wins — a single "Disabled" tag does NOT block rating if another of its tags allows it. A discussion is non-rateable only when ALL of its tags are "Disabled" (bypass groups can still rate).

When a topic can no longer be rated because all of its tags are disabled (e.g. its tag was switched to a disabled one after it was rated), hide the rating widget entirely — including any existing ratings — for users who can't rate. Prevents "rate it, then lock in the score" abuse. When off, such topics fall back to the display option above. On by default. Users who CAN rate (e.g. bypass groups) still see it.
